MEETING MINUTES

July 2, 2008

Members Present: Pamela Arrington, Natalie Adams, Jeffrey Barksdale, Dianne Barron, Tom DeVaney, Jeffrey Engler, George Flowers, David Francko, Keith Harrison, Rebecca Hartley, Ellen Haulman, Donna Jacobs, Debra Moriarity, Charles Nash, Bryan Noe, Michael Orok, Jean Pugliese, Jack Riley, and John Schmitt.

Welcome: Dr. Noe asked participants to introduce themselves. The Council extended congratulations to George Flowers and his appointment to Graduate Dean at Auburn University .

Approval of minutes from April 2008 Retreat: Meeting minutes from the April 2008 Retreat were approved by all in attendance without modifications.

Treasurer's Report: Dr. Barron presented the Treasurer's report. Dr. Barron provided a detailed summary of transactions from 03/01/08 through 05/31/08. A list of member institutions that have not paid annual dues was disseminated. All were requested to pay the dues as soon as possible. Dr. Barron put forth two proposals to increase the annual dues for Council membership, and to increase the registration fee for the annual retreat.

The increase for membership dues is currently $40 dollars and the proposed increase would be $60. An additional $25 would be added to the registration fee for the retreat.

All present unanimously voted in favor of both proposed increases.

ACHE Report: Ache conducted an instructional role survey of two and four year institutions in Alabama . The response rate was good and the majority of respondents supported the current instructional role policy. Ellen Haulman mentioned there are no graduate programs on the ACHE agenda for September the remainder of the post implementation reports through 2007 will be reported, some NISPS have been submitted and proposals will follow, she is updating the program review guidelines and would like input from the Council. Ellen attended the Nursing Education Capacity Summit and found it informative. Alabama is one of eighteen states who participated. At some point a summit will be scheduled in Alabama . Please review the ACHE website for updated information.

Computation of GPA's for Transfer Students: Dr. Nash presented an issue that was brought to his attention concerning the calculation of GPA's for students seeking admission to Alternative Fifth Year Teacher Education Programs. Council members explained that the GPA, and how it is calculated, is mandated by the State Department of Education. The institutions must follow this mandate. The issue has been discussed by the Dean's of the Colleges of Education in the state and will be discussed again.

Report on the CSGS Meeting Site Selection Process: Dr. Pugliese attended the Executive Committee meeting in June in Norfolk and presented Huntsville Alabama as a possible site to host the 2010 CSGS annual meeting. Dr. Moriarity and the Huntsville/Madison County Convention and Visitors Bureau organized an excellent presentation and supporting materials. The Executive Committee selected Savannah , Georgia as the location for the 2010 CSGS meeting. The Council decided to suggest Huntsville for the 2011 CSGS meeting.

Economic Development Project: Dr. Engler presented data from ACHE and SREB related to this topic. All institutions were requested to submit the required data by August 2008. The Council would like to prepare the initial report during fall 2008.
