1. APPROVAL OF THE MINUTES

Chairman Gordon Emslie called the meeting to order at 10:00 a.m. Members introduced themselves around the table. The minutes of the April 17 - April 19, 2002 Retreat were approved as written.

2. TREASURER'S REPORT

Dr. Joe Wilkins summarized the April 19-July 31, 2002 financial statement. The balance on hand as of April 19, 2002 was $8,222.36 with receipts of $230.00 and disbursements of $2,104.29 leading to a final total of $6,348.07. The Treasurer's report was adopted as written.

3. VOTE ON UAB DScPT PROPOSAL

Voting forms were distributed and the floor was opened up for questions. Dr. Joan Lorden provided a brief summary of the program and she and program personnel answered questions. The program was approved by 12 to 2 with only two members requesting a presentation.

4. LOCATION AND DATES FOR SPRING 2003 RETREAT

Arrangements have been made to hold the 2003 retreat at the Ocean House Hotel. The cost is comparable to that of the Beachside Resort at $89/night for a double. Dr. Joe Wilkins had conducted extensive research to determine the most reasonable option for the retreat since the Beachside Resort was not available for our selected dates of April 23-April 25, 2003.

5. PROGRESS REPORT: ECONOMIC IMPACT STUDY BROCHURE

Xerox copies of the Economic Impact Study Brochure and a glossy mock-up were distributed for the Council's consideration. Because of the bulk being ordered, the final cost of copies was considerably less than first introduced. Copies will be .27 each. Invoices were distributed with the total number ordered by each institution listed on them. Brochures should be available by mid-August.

Ms. Brenda Carter was asked to check on whether we can utilize ACHE's web address on the Economic Impact Study Brochure. Utilizing their web address will allow readers to link to institutional websites as well as additional information on the Study once it is made available. During Dr. Gordon Emslie's absence over the next few weeks, Dr. McFarland has agreed to create links from ACHE to the Council once approval has been received. Dr. Gebert inquired as to whether the Council would be purchasing copies for the Partnership for distribution. It was suggested that the Council pay for 2000 brochures to be provided to Gordon Stone for distribution. Dr. Barron agreed to contact Gordon Stone and report to Dr. McFarland concerning the number of additional brochures to be ordered.



The larger version of the Economic Impact Study was then discussed. It was indicated that Mr. Roy Roberson currently has enough information for 16 pages and perhaps it was time for him to prepare a mock-up. Finishing details still need to be added including selected stories and pictures of alumni and distinguished graduates. It was questioned as to whether a Power Point Presentation was being developed on the Economic Impact Study. It was announced that such a presentation was previously prepared and shown during an ACHE meeting.

6. NON-DISSERTATION DOCTORATES: PROPOSED ADDITION TO ACHE DEGREE PROPOSAL FORM

In response to a discussion initiated previously concerning how to differentiate between different types of doctoral programs during proposal review, Dr. Emslie had drafted a statement to be added to the ACHE "Proposal for a New Graduate Degree Program" Do you consider this program "nontraditional" - e.g., non-graduate-level masters program, non-dissertation-based doctoral program, practitioner-based program? (The term "nontraditional" is not used here to refer to the student audience, to times courses are offered, or to the platform through which the program is delivered). If so, to facilitate review of the proposal, please elaborate below.

The purpose of adding such a statement is to help in the review process by clarifying whether the program is a research directed doctoral program or a less traditional program such as a clinical doctorate, etc. A lengthy discussion ensued in trying to determine the most appropriate way to define program types. It was decided that rather than including the statement at the end of Section B. Program Objectives and Content, that it should be placed at the beginning to initially trigger the reader concerning the type of program being introduced. The new statement proposed is as follows: To facilitate review of the proposal, classify the degree program according to one of the following categories: Post Baccalaureate Masters, Research Doctorate, Applied Doctorate, Professional Doctorate or other. If desired, please elaborate in a short paragraph. This statement will have to be presented to ACHE for consideration.

7. ACHE REPORT

Ms. Carter introduced Ms. Amy Herrin, a new employee that will be working with her as an Academic Program Review Analyst. Ms. Carter briefly described and distributed binders to the deans on ACHE procedures. These binders will also be provided to Chief Academic Officers and University Presidents. Any changes and/or additions will be distributed as necessary to be added to the binders. Ms. Carter briefly described a planning meeting that had been held on July 22, 2002. She further stated that Program Waivers will hopefully be completed within six to eight weeks. Ms. Carter indicated that the new executive director Dr. Mike Malone will be meeting with the Council's Executive Committee in September. Council members were invited to provide questions to Dr. Emslie for Dr. Malone. The distribution of NISPS was discussed with a request made to ACHE that NISPS be distributed to graduate deans as well as Chief Academic Officers to ensure that graduate deans are being included in the process.

8. FORMAT FOR DEGREE PROGRAM PROPOSALS SUBMITTED ELECTRONICALLY

It was discussed that a format needed to be developed to distribute proposals electronically. Ms. Carter stated that hard copies of the proposals continue to be provided to ACHE although Dr. Emslie has been requesting an electronic version which he then puts on the website. It was decided that proposals could best be received and utilized if they are sent in manageable chunks. Ms. Carter will inquire as to whether a policy can be developed to request that institutions provide an electronic version of their proposals that is broken down in manageable portions so they can easily be downloaded.

9, 10 and 11. OTHER, ADJOURN, AND LUNCH WITH BILL BLOW

A presentation was made to Bill Blow thanking him for his dedication and years of service to education, ACHE and ourselves. The meeting adjourned and a buffet lunch was held in his honor.
